		<description>They are permanently attached to the frame rail with tamper proof fastners. 
NASCAR attaches them when the bare frame/chassis is presented to them for inspection and certification. At the same time it is given a serial number. 
Any time the frame/chassis get a major repair after a crash it has to go through the certification process all over again.</description>

		<description>looks like they put them on the roof, in the center, above the windshield. As far as removing them, that would defeat their intended purpose, but you could take them off and put them on an ocean liner if you wanted to.</description>
